The Agreement of Co-Construction of Hebei University of Technology Was Signed   by the People’s Government of Hebei Province, Tianjin Municipal People’s Government and Ministry of Education of the People’s Republic of China

The agreement of co-construction of Hebei University of Technology (HEBUT) by the People’s Government of Hebei Province, Tianjin Municipal People’s Government and Ministry of Education of the People’s Republic of China formally went to effect on December 2, 2014.
 
Co-construction of HEBUT by provincial government, municipal government and Ministry of Education is a valuable exploration of the deepening comprehensive reform in the field of education in China, the innovation of the higher education management system, and the promotion of higher education resources sharing and coordinated development of Beijing-Tianjin-Hebei region, as well as the implementation of the important measures and the actual results for the coordinated development of Beijing-Tianjin-Hebei of the major national strategy. It has a strategic landmark significance to accelerate the comprehensive universities reform, improve the quality of universities talent training and the level of discipline construction, tackle the shortage of resources of running school, enhance the level of running school, and speed up the pace of a high-level university construction.
 
In terms of the agreement, the provincial government will support HEBUT technically and financially to become a high-level university, and put the university as a pilot of deepening the comprehensive reform of higher education to further implement and enlarge the autonomy of HEBUT. With the development of economy in Hebei province, the average students funds will reach the level of the universities directly under the Ministry of Education in the year of 2016; the municipal government will support HEBUT on the key disciplines, professional construction, application of scientific research and teaching programs, talent team construction, campus construction, scientific research achievements transformation and industrialization, etc.; the Ministry of Education will guide and help HEBUT formulate strategic development plan, support HEBUT to develop teaching and scientific research platforms, such as talent training base, key disciplines, key laboratories, engineering research center, etc., appropriately support on the “Cheung Kong Scholars Program” and other major talent planning, cadres training, recommend excellent undergraduates an exemption graduate school, etc., and support to moderately expand the graduate students enrollment in Hebei province.
 
The initial idea of the co-construction of HEBUT by provincial government, municipal government and the Ministry of Education was put forward in the fourth Party Congress at the end of 2012. The agreement was finally signed after reporting to relevant departments of the preparation works, repeatedly communicating and negotiating among the departments of Hebei province, Tianjin and the Ministry of Education. HEBUT will seize the opportunity of the co-construction to develop the university as the domestic and international well-known teaching and research university.

 
Review on the Process of Co-Construction of Hebei University of Technology by Government of Hebei, Tianjin and MOE of China
 
It has been two years since the initial idea of co-construction of Hebei University of Technology (HEBUT) by the People’s Government of Hebei Province, Tianjin Municipal People’s Government and Ministry od Education of the People’s Republic of China (MOE) was put forward in the fourth Party Congress of HEBUT in 2012 until the signing of the agreement on the co-construction now.
 
To implement the requirement of the development of national higher education reform, optimize the external development environment, further the geographical location advantage into a competitive advantage of running school, and speed up the space of constructing high-level university, the university leadership put forward the initial idea of co-construction of HEBUT by provincial government, municipal government and MOE in the fourth Party Congress of the university on the basis of gathering staff’s opinions.
 
At the beginning of the semester in 2013, the university leadership reported relevant works to the related departments ofHebei province, Tianjin and MOE. After repeatedly communicating and negotiating, the provincial government, municipal government and MOE made a decision to support the co-construction of HEBUT. The university leadership put the acceleration of the co-construction as a major development strategic measure on the work schedule afterwards. The first draft of the opinion on co-construction was made on the basis of investigating the experience and practice of the domestic universities, combining with its characteristic construction and reform of the practical need of development. After soliciting ideas from the provincial government, municipal government and MOE respectively, the revised draft of the opinion on the co-construction was submitted to the People’s Government of Hebei Province.
 
On January 28, 2014, the People’s Government of Hebei Province organized a seminar including the Provincial Development and Reform Commission, Science and Technology Agency, Department of Financial, Human Resources and Social Security Department, the Legislative Affairs Office, Education Department, etc. The revised draft of the opinion on the co-construction was passed in the seminar, and the university further improved the content in terms of the opinions proposed in the meeting.
 
On February 7, 2014, the People’s Government of Hebei Province invited Tianjin Municipal People’s Government to co-construct HEBUT.
 
On June 12, 2014, Tianjin Municipal People’s Government replied People’s Government of Hebei Province and agreed to co-construct HEBUT by providing some suggestions in details. The university revised the draft according to the suggestions from municipal government and submitted it to the provincial government. The People’s Government of Hebei Province invited MOE to co-construct HEBUT.
 
On August 27, 2014, MOE replied the People’s Government of Hebei Province and agreed to co-construct HEBUT by providing some suggestions. On October 12, 2014, the provincial government invited the municipal government and MOE to sign the agreement of the co-construction of Hebei University of Technology by the People’s Government of Hebei Province, Tianjin Municipal People’s Government and Ministry of Education of the People’s Republic of China.
 
On December 2, 2014, the People’s Government of Hebei Province, Tianjin Municipal People’s Government and MOE signed the agreement.
